Mission of the NEC
The Mission of the National Executive Committee (NEC) of the International Police Association (IPA) Section United Kingdom is:
- To coordinate and facilitate with all Regions, Branches and Special Interest Groups comprising Section United Kingdom to increase their membership, while
- Developing and enhancing the collective experience of members and their families by organising and promoting social activities and professional opportunities, and to
- Promote the IPA internally and externally as a first class member focussed and inclusive friendship association.

Clive Wood
President (Section UK)
I joined the policing family as a Cadet with Leicestershire Constabulary in 1979. I joined the regular force in 1982 and served in varied roles during my 30-year career. I spent many years in community policing before undertaking investigative roles including Professional Standards. I enjoyed spending time as Staff Officer to the Chief Constable.
As a trained police support unit (PSU) officer I was deployed to the riots in Leicester in 1982, Orgreave Pit during the miners’ strike and 2 G8 conferences in Birmingham and Gleneagles.
Prior to retirement I was seconded to the UK Border Agency as part of a national team investigating serious and organised immigration crime.
During my time as a member of the Association I have been Branch Chair for my home branch in Leicestershire, Regional Chair for the Midlands (Region 5), Vice President holding the professional portfolio and I am currently the President entering my third year in office.
I am also a member of the International Professional Commission where I recently spent time assessing this year’s applications for the Arthur Troop Scholarship.

Spike Elliott
Secretary General
Prior to joining the Police Service, I was in The Royal Air Force (RAF) for 22 years , I then spent 9 years with the MoD.
I joined Lincolnshire Police serving on the local Beat Team, I moved to Cheshire Constabulary in 2008 and continued working on the Beat Team, being a people person, it was a good fit for me! I retired in January 2023
And enjoying the extra time to do the things I want to do and of course jobs that Helen gives me to do!
I joined the IPA in 2013 and along with Helen my wife and others we reformed Cheshire Branch, which closed in 2012. I have held various positions at branch and region level, I am currently branch chair, regional secretary and vice – chair of Section UK IPA Walking Group.
Apart from the IPA, I have a love for the great outdoors and walking Helen and I have been fortunate enough to walk all over the world, from the Far East, USA, Canada, Australia, New Zealand to The Netherlands, Germany and the UK.
I am involved with many local charities and youth groups so I can never say I’m bored!

Bill Lloyd
National Treasurer
I have experience in varied and diverse roles during my time in teaching and the police service. It taught me how to work individually and, in a team, to obtain a common goal but also gave me leadership skills to be able to promote my own ideas when necessary, offer guidance, knowledge and allow others to promote themselves as well.
I enjoyed the uniform role and its varied aspects of work but was fortunate to experience specialist departments allowing me to travel nationally and internationally working and meeting with not only fellow officers but other enforcement services. I retired after 30 years, with the rank of Inspector in 2006.
In many respects being part of the IPA allowed me to not only enjoy the company of members in other countries but to promote it to the officers travelling with me and those I met on the way.
During 2020 I enjoyed being part of the Retention and Recruitment Group looking at enhancing the experience to new and current members of the IPA by providing a more focused service to them so they could gain the maximum benefits from their membership

Colin Hutt
Vice President (Communications)
I Joined Devon and Cornwall Constabulary in 1987 having served 15 years in the army leaving at the rank of Sgt Staff Instructor. I spent my formative years as a police officer in Newquay and from there moved on to Plymouth on completion of my probation. I went onto serve in Traffic and was involved with the reintroduction of video cars and the introduction and development of ANPR within the Force. I retired in 2007 after 20 years, having carried over my services pension.
I have taken the post of Vice President (Communications) to promote, to current and potential members, the IPA and all it stands for, with the benefits of fellowship, friendship, and professional development opportunities that membership brings.
I have been married to Helena for 41 years and we have 2 children and 4 grandchildren. Fortunately, Helena is very understanding about the time I spend on IPA matters.
I enjoy history, music, walking, running (when my body lets me), fishing, and relaxing with a good book.

Chris Duncombe
Vice President (Learning and Development)
I am a serving Sergeant with the British Transport Police, where I currently lead a Neighbourhood Policing Team. I have served across London in a variety of roles and postings, from blue light response teams to Station Sergeant. As Vice President Professional I have ownership of the IPA portfolio covering professional development, training, CPD, learning and development and other related matters.
I’ve been a member of the IPA since 2016, previously covering the BTP Branch Secretary and 9 Region Chair roles. My love is for Defensive Tactics, at work I teach Personal Safety Training & Taser and you’ll find me instructing on IPA’s Defensive Tactics Group (DTG) courses at Gimborn.
I owe my career development to the opportunities the IPA has provided me through the DTG and beyond. The IPA has given me so much, I have literally travelled across the world and met friends in places I never dreamed of going to. It’s my wish that you get the same incredible opportunities to develop yourself and enjoy what the IPA has to offer.

Karen Duckworth
Vice President (Social and Culture)
I retired from the Metropolitan Police in 2019 after 31 years’ service. Most of that time was in uniform in a variety of roles including Neighbourhood Policing, Public Order, Emergency Response and Operational Planning. The latter enabled me to play a role in the delivery of the 2012 Olympics as Richmond-Upon-Thames Borough hosted the Olympic road cycling events.
Since joining the IPA in 2020, I have been the UK Section Gimborn Liaison Officer, a role I have really enjoyed. Working with Ulrike Neuhoff and the Team at IBZ to ensure the UK Section is fully engaged in both the seminar delivery programme and maximizes participation opportunities for members.
Away from the IPA, I am a huge rugby fan, and am part of the Matchday Operational Management Team for both the RFU (Twickenham Stadium) and Harlequins Premiership Rugby Team.
